Recently, the "Online Declaration Platform of Stock Houses Trading " formally launched, it is developed by Beijing Municipal Commission of Housing and Urban-Rural Development. This online platform refers to the existing mode of brokerage transactions, conducting online examination and approval of the qualifications of the applicants for the transfer of stock houses. In the future, in the process of selling second-hand houses, the buyers do not need to go to the registration hall of housing transactions, the qualification examination of house purchase can be done online at home.  
 
Earlier, in the process of second-hand housing transactions, the second-hand houses which were sold through real estate agents, the qualification examination of buyers mostly was entrusted to real estate agents to submit applications. In March this year, Beijing issued a number of measures to further optimize the business environment, and to shorten the time for the verification of the qualification of the purchase of the house to 1 working day. But if buyers and sellers deal with their second-hand housing on their own, they still need to go to the registration hall of housing transactions and submit materials for purchase qualification examination in transaction service window.
 
After the opening of the application of the personal online purchase qualification verification, in the past, due to unsmooth information and incomplete materials preparation, the situation of going to the registration hall of housing transactions repeatedly was gone forever. Now, the buyers who dealt with the second-hand housing transactions by themselves will only need to use the Internet to fill in the application information and upload relevant materials, and after 1 working day, the applicant will be able to get the result of the audit which is jointly verified by Ministry of Housing and Urban-Rural Development, public security, civil affairs, social security and local tax etc. After the approval of the audit, the buyers and sellers can go to the service window to handle the net signing and other purchase procedures.
 
How does it operate on the Internet? On the online declaration platform of stock house trading, you need to register an account with your real name and mobile phone number and login, click on the item of “Application of Qualification Examination of House Purchase” which can be found in “Business Application”, the second major item on the left functional column, enter the page of "Fill out Description", you tick "the family has read the instructions carefully", you select the category of family classification, fill in the applicant information, that is to say the applicant family information. Thereafter, the platform will automatically generate a "Family Purchase Application Form" based on the filled information. After that you need to download the letter of commitment form and fill in and sign your name, and then upload it together with the form of “Family Purchase Application Form” to the platform, then the application is complete. After the application is done, the system will automatically generate a notification sheet, and generate an application number at the same time, which is convenient for you to query the audit result later.
 
In addition, in order to protect personal privacy information, the system can only apply to inquire the applicant himself/herself purchase qualification. For example, the account on the platform registered with your own identity information and telephone number, you can only query your own family purchase qualification, and you can’t apply for other people's housing qualification examination.

It is worth mentioning that, while the online declaration platform of qualification examination of house purchase is opening, people who are not familiar with the computer operation can still go to the district transaction service window to deal with the related matters. It was learned that at present, Beijing has been promoting the "housing transaction grade business window" in the city's housing transaction registration hall, in order to strengthen the coordination of the purchase qualification examination. In the future, Beijing Municipal Commission of Housing and Urban-Rural Development will also use new technologies and new models to provide more convenient services for people.
