According to Xinhua News Agency on May 30, the reporter learned from Beijing Municipal Construction Committee, as to the media exposure of second-hand housing transactions in Beijing, the phenomenon of individual housing which was split for speculation, Beijing Municipal Construction Committee and Beijing Municipal Planning and Land Committee strictly followed the positioning requirement of "house is used for living, not for speculation", stopped the acquisition of those properties which are under the process of residential real estate split surveying and mapping results audit and real estate right split registration, in order to resolutely curb the behavior of property speculation.
 
According to introduction, on the basis of the analysis of the historical origin of this kind of phenomenon and the thorough summary of the effectiveness of the early control, on May 28, Beijing Municipal Construction Committee and Beijing Municipal Planning and Land Committee have studied and promulgated the "Notice of Strengthening the Management of the Separation of Housing on the State-owned Land",  aiming at standardizing the approval management of residential flat housing reform and expansion projects and residential (including flats) properties registration management, and announced 5 specific measures: to make the construction area and planning use of the newly built flat clear; the flat renovation must be built on" original position, original size, original height and original use"; the number of rooms of the expansion, alteration and reconstruction of residential flats are no longer recorded; to strictly carry out the relevant provisions of the audit of the property surveying and mapping, and the number of rooms will not be noted in the survey results; the registration units of the real estate which had conducted the overall surveying and mapping and had completed the registration are not allowed to be disassembled.
 
At the same time, in view of the special situation in the actual transaction, the notice is also clear: the number of registered rooms had been registered, except in the case of succession (bequest), the people's court and the legal documents of the Arbitration Commission, which lead to the transfer of ownership. Previously accepted applications for real estate registration will be handled according to the original regulations.
 
Lou Jianbo, professor of Law School of Peking University, said that the emergence of individual housing split and speculation mainly happened before the announcement of the regulation of "Beijing housing registration method" in 2008. There did not make the minimum unit of housing clear in the registration, it caused several sets of housing were registered under the same room number on premises permit, but through the split and sale of such a house, it had disrupted the market order seriously. The housing and planning departments worked together, stopped such actions in time, through the formulation of policy measures, the management of housing split can be further standardized. It not only protects the normal rights and interests of ordinary people, but also safeguards the style of the ancient capital of Beijing.
