According to introduction, on the basis of the analysis of the historical origin of this kind of phenomenon and the thorough summary of the effectiveness of the early control, on May 28, Beijing Municipal Construction Committee and Beijing Municipal Planning and Land Committee have studied and promulgated the "Notice of Strengthening the Management of the Separation of Housing on the State-owned Land", aiming at standardizing the approval management of residential flat housing reform and expansion projects and residential (including flats) properties registration management, and announced 5 specific measures: to make the construction area and planning use of the newly built flat clear; the flat renovation must be built on" original position, original size, original height and original use"; the number of rooms of the expansion, alteration and reconstruction of residential flats are no longer recorded; to strictly carry out the relevant provisions of the audit of the property surveying and mapping, and the number of rooms will not be noted in the survey results; the registration units of the real estate which had conducted the overall surveying and mapping and had completed the registration are not allowed to be disassembled.
At the same time, in view of the special situation in the actual transaction, the notice is also clear: the number of registered rooms had been registered, except in the case of succession (bequest), the people's court and the legal documents of the Arbitration Commission, which lead to the transfer of ownership.
